Concessions Management Specialist - FUL

This position is located at Virgin Islands National Park, in the Superintendent's Office. Cost of Living Allowance (COLA) rate of 11.88 percent is authorized.


As a Concessions Management Specialist, you will perform the following duties: Assists in the preparation and development of prospectus documents. Assists with the development, review, and updating of contract(s), and operating and maintenance plans. Evaluates proposals for commercial service opportunities by serving as an evaluator, or technical advisor on panels. Review and evaluate required reports, programs, documents, and other data (e.g., annual maintenance plans, risk management programs, environmental management programs). Plans, schedules, and conducts evaluation visits of facilities and commercial service operations. Collects and monitors contractual, operational and safety performance data of concessioners. Reviews quantitative and qualitative feedback from customers to identify trends and develop solutions. Drafts responses to inquiries and complaints from the public. Ensures that franchise fee payments are received. Reviews and tracks expenditures against franchise fee accounts and plans. Informs commercial service providers of legal and procedural changes. Duties will be developmental in nature when filled below the full performance level.

All qualifications must be met by the closing date of this announcement-07/13/2026-unless otherwise stated in this vacancy announcement. All candidates must also meet Time-in-Grade requirements. To receive credit for experience, your resume MUST state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position, you must meet one of the following minimum qualifications: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized Experience may include the following: (1) Participating in identifying commercial services in order to provide necessary and/or appropriate services through concession or vendor contracts. (2) Participating in evaluations of concession and commercial services and facilities to determine if they meet requirements and regulations. (3) Drafting correspondence or reports in response to inquiries, requests for information, results of studies or status updates. (4) Responding orally to inquiries regarding the agency's activities, mission and goals. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the competencies necessary to do the work. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To compute this percentage, first divide the total months of qualifying experience by 12. Then divide the number of completed higher-level graduate education semester hours of education (that are in excess of 18 semester hours) by 18. Add the two percentages together; the total percentage must equal at least 100 percent to qualify. NOTE: Only higher-level graduate education in excess of more than two years may be used to qualify for this position. You must include transcripts as a requirement for this position. You will receive credit for all qualifying experience, including volunteer experience. ICTAP/CTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
