Management and Program Analyst (Technology Innovation)

This position is located with Bonneville Power Administration (BPA), in the Technology Innovation (JAT) organization of the Information Chief of Staff (JA), Chief Information Office (J). A successful candidate in the Management and Program Analyst (Technology Innovation) position will serve as a senior management analyst supporting project management, process improvement efforts, and complex analyses.


As a Management and Program Analyst (Technology Innovation), you will: Serve as a trusted strategic advisor to the Chief Technology Innovation Officer (CTIO), guiding the development, implementation, and evaluation of programs that directly support Bonneville's mission-critical objectives. Act as a key consultant and decision-maker for long-range strategic planning, analyzing innovative approaches to ensure the Technology Innovation Office is consistently aligned with the agency's forward-thinking vision. Lead and manage high-impact project teams, applying your leadership skills and project management expertise to drive initiatives that shape the strategic direction of the entire agency. Champion a culture of continuous improvement by identifying and implementing innovative process enhancements. You will benchmark against industry best practices and apply new technologies to boost the efficiency and effectiveness of our innovation programs. Use your analytical expertise to evaluate the success of our programs, recommending data-driven changes to policies and procedures that enhance performance and ensure we meet our ambitious goals. Build and maintain relationships with key partners across the energy sector, collaborating with national and international research leaders-including the Electric Power Research Institute, U.S. National Laboratories, and major utilities-to leverage cutting-edge research for BPA's benefit.


Requirements

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as experience 1) managing national or international partnerships, fostering strong relationships and facilitating communication; 2) leading project teams to implement technology innovation related goals, design work measurement processes, and coordinate with research partners; and 3) conducting quantitative and qualitative analyses using sophisticated methodologies to evaluate program effectiveness, recommend policy changes, and improve organizational structures. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
