Program Manager (Acquisition Cross-Servicing Agreement)
About the Position: Serves as the Acquisition Cross-Servicing Agreement (ACSA) and Host Nation Support (HNS) Program Manager at the United States European Command (EUCOM).
- The position serves as the principal interface between the United States and nations/multinational organizations in the EUCOM Area of Operations (AOR).
- This position is specifically intended to provide civilian support to combat operations, but could also deploy to non-combat locations in response to contingencies, disaster relief or other emergency operations.
- The Acquisition Cross-Servicing Agreement(ACSA)/Host Nation Support Program Manager is responsible for all multinational and bilateral logistics cross servicing agreements and Host Nation Support requirements.
- Serves as the resident authority on U.S. logistical agreements, joint logistics doctrine, and Department of Defense Instructions (DoDI) related to cross-servicing agreements and Host Nation Support.
- Provides guidance to component Acquisition Cross-Servicing Agreement (ACSA) program managers on the proper use and auditing of cross-servicing agreements and Host Nation Support agreements.
- As lead Acquisition Cross-Servicing Agreement(ACSA) Order Auditor, the incumbent ensures procedures are in place to facilitate the reimbursement of the U.S. Government for logistical services rendered to allied troop-contributing nations.
- Plans, reviews, and evaluates the work performance of active and reserve officers (O-3 through O-4) assigned to the ACSA team.

Specialized Experience: One year of specialized experience which includes 1) Analyzing and evaluating information concerning program management processes; 2) Integrating operational logistical data for command-level operational plans and training exercise; and 3) Negotiating bilateral/multilateral logistics agreements with foreign governments or international bodies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
