HUMAN RESOURCES SPECIALIST (EMPLOYEE AND LABOR RELATIONS)
You will serve as a Human Resources Specialist (Employee and Labor Relations) in the Total Force Management of COMMANDER NAVY REGION HAWAII.
- You will advise managers on the application of civilian personnel policies and procedures in employee relations matters (e.g., discipline, grievances, appeals, fair employment practices).
- You will identify the course of disciplinary action consistent with facts, policy, and contractual requirements.
- You will design program briefs to update senior leaders on human resources programs.
- You will collaborate with management and unions to resolve unfair labor practice changes, grievances, workplace issues.
Requirements
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Researching applicable laws, policies, case law, and analyzing facts to advise management on employee relations matters; 2) Counseling employees on their responsibilities and entitlements related to discipline, performance management, and other employee relation issues; 3) Providing assistance on labor-management partnership agreements, bargaining unit status determinations, employee rights/privileges, laws and regulatory requirements, and appropriate representation; and 4) Providing advice and assistance to management representatives on the technical aspects of personnel administration during formal hearings, grievances, and appeals.
